What would the chances of getting pregnant on the 19th day instead of the 14th?

I know that most women who have a 28 day cycle ovulate on the 14th day. What would the chances of getting pregnant on the 19th day instead of the 14th? Is one week after poss. implantation too early to take a HPT?
