What is the procedure to transfer ownership of a gun?

Recently, a cousin was incarcerated. He had a registered gun but police took away. Court ordered that a close relative can come to police station and take POSSESSION.My question is if that relative can in fact sell the gun?That relative does have a foid card.My understanding is even though relative took possession -in essence it still is registed to the cousin?
