Do I have a right to ask to speak to a judge instead of a commissioner?

I'm going to traffic court tomorrow morning for a speeding violation. I'm in So. California. Who do I ask to speak to a judge instead of a commissioner, the Commissioner himself when I'm called up? By law, I have the right to do this. Thanks!
